In this week's FCC transactions T-Mobile filed to acquire 4 - EBS licenses in California and Florida. T-Mobile previously leased each of these licenses. T-Mobile also filed to acquire 3 - BRS licenses in Ohio from W.A.T.C.H. TV Company. These licenses recently were used to provide wireless cable but now they have been freed up to sell to T-Mobile. Also in the 2.5GHz band, T-Mobile re-leased an EBS license in Los Angeles from the Archdiocese of Los Angeles. Broadband One is acquiring licenses from Adams Telecom and LMDS Louisiana. Adams Telecom has 1 LMDS license in Missouri, and 6 - 28GHZ licenses in Illinois. LMDS Louisiana also has 2 LMDS Licenses in Texas and Louisiana while having 18 - 28GHz licenses across Texas and Louisiana . This week's transactions are headlined by LMDS spectrum transactions. In the first transaction Broadband One continued their roll up of small LMDS licenses holders by filing to acquire 2 Lightspeed. 2 Lightspeed has 6 LMDS licenses covering areas in Texas, New Mexico, and Oklahoma as indicated in the map below. The second transaction is Verizon's second try to eliminate the remaining LMDS licenses under their control. Verizon previously had an agreement to assign these licenses to Etheric but that transaction was dismissed a few weeks ago. In the current transaction Geolinks is purchasing the remaining LMDS licenses. It appears that Verizon will still retain several LMDS B licenses. These licenses overlap the LMDS A licenses in yellow (450MHz) in the Verizon map below. In the yellow areas, Verizon owns both the LMDS A licenses (300MHz) and the LMDS B licenses (150MHz). The remaining assignment transaction involves a Puerto Rico spectrum trade between Liberty and Claro. Liberty will receive two PCS licenses while Claro receives a AWS-1 license. The remaining new lease transactions have T-Mobile re-leasing EBS spectrum in Illinois and Arkansas.

In this week's FCC transactions, T-Mobile and USCellular posted assignment applications to exchange 82 licenses (PCS, AWS-3. and 600MHz). T-Mobile will receive 23 licenses and USCellular will receive 59 licenses. Many of the licenses are partitioned. Most of the licenses are focused on the midwest (Iowa, Illinois, Kansas, Nebraska, Oklahoma) along with a few licenses in the northwest (Oregon, and California). In the other transactions, Dish filed to acquire 3 AWS-3 licenses and 3 600MHz licenses from Smith Bagley in New York, Utah, New Mexico, and Colorado. AT&T filed a new lease application for a full and a partial county of an AWS-1 license in South Carolina. T-Mobile and Shenandoah filed a mix of new lease applications and new sublease agreements to provide Shenandoah with access to the BRS1 channel across several Virginia BTA markets with T-Mobile receiving access to several of the EBS licenses they were not leasing in Virginia.

These licenses are primarily in Alabama, Florida, and Georgia but one license is in Minnesota. In this week's FCC Daily Digest, there are two groups of transactions. First, the Clarendon Foundation is subleasing the call signs from T-Mobile in Alaska. What makes these transactions interesting is that the Clarendon Foundation is the licensee that actually owns each of these call signs and leases them to T-Mobile. I am unsure why an educational foundation wants to be the operator of 2.5GHz spectrum. In the second group of applications, Shenandoah submitted applications to lease T-Mobile's BRS1 and BRS2 channels (2.5GHz spectrum) in parts of Virginia and West Virginia.

In this week's FCC transactions, T-Mobile filed to acquire 5 BRS licenses in Southern Minnesota from Starcom. T-Mobile was not previously leasing these call signs. T-Mobile also filed to acquire 5 EBS call signs in Southern Nevada from Clark County School District. Eagle Telephone filed to lease 20MHz of T-Mobile's PCS spectrum in Baker county, Oregon. In the final new lease application, National Grid filed to have access to the 700MHz guard band in Worcester county, Massachusetts. The remaining applications are both new sublease applications. In the first, Prairie Hill Wireless filed to have access to the spectrum MitoTec leases in the Omaha MEA market and in the second, Rooftop Data filed to have access to the spectrum Mito Tec leases in the Buffalo MEA market.
